It isn't often I make a card that doesn't use the Big Shot!
For my background, I made a shimmer spray using a Stampin' Spritzer filled with rubbing alcohol, Frost White Shimmer Paint & Balmy Blue Ink Refill. I masked two narrow lines and spritzed. I used a black Sharpie to color rhinestones for my card. I used the 2" Circle & the Starburst Punches.
